ONGC Vendors located outside India can purchase the Digital Signature
Certificate either through the online payment gateway or through the wire
transfer method.
Steps for purchasing an RCAI Class 3 Digital Signature Certificate:
Step 1 : Complete payment formalities

On completing the payment formalities, you will receive a “Token Redemption Number” (TRN). Using the TRN, move to the next step
Step 2: Enroll for the certificate
After receiving your TRN, please visit our enrollment page for
enrolling for your Digital Signature Certificate. You can refer to our enrollment guide for understanding the process.

IMPORTANT: By default, your
Private Key is generated and stored in the browser you do the enrollment with
i.e. Internet Explorer or Netscape (unless you use a smartcard or USB
token). Therefore, please remember to enroll for and pick up your
certificate using the same computer and browser from where you intend to do
e-tendering with ONGC.
Step 3: Send validation documents to SafeScrypt
The purpose of validation is to ascertain your identity and to make sure that someone else is not impersonating you. For this, you are required to submit certain documents to SafeScrypt.

Note:
SafeScrypt can issue your Digital Signature Certificate
only after we receive all the above documents in proper order and we
complete our validation of the information. We typically take about 3 business days after receipt of all
documents for validation of applicants located outside India.
Applicants are also requested to note that for validation, we require all
original documents (i.e. the attested/notarized copies). We do not accept faxes or scanned documents.
Step 4: Pickup of certificate
After successfully completing the identity validation procedures, SafeScrypt will send an email to the applicant for certificate pickup.
