Validation Documents - Vendors located outside India
The RCAI Class 3 Certificate provides one of the highest levels of trust,
which other entities will rely on to interact and transact with you
electronically. In other words, this certificate would be your digital
identity. We are therefore required to validate the credentials you submit,
before we can issue this certificate to you. For the validation process, you
are required to submit the following documentation to SafeScrypt. The
SafeScrypt validation team will then do certain activities to ensure that
the information and documentation that was submitted indeed pertains to the
correct applicant. The Digital Certificate will be issued only after a
successful validation.
The following sets of documents must be submitted to SafeScrypt for the
Validation process:
- Certificate Application Attestation form
- One widely recognized, government-issued Photo-ID
- Two other nationally valid ID's, which need not necessarily be Photo-ID's
A. Certificate Application Attestation form

The three (3) forms of identifications the Certificate Applicant must provide to SafeScrypt should be as under:
B. One widely recognized, government-issued Photo-ID such as
- Passport
- Driving License
- Income Tax Identity (PAN) Card
- Voters ID card
- Service Identity Card issued to its employees by State/Central Government
C. Two other (other than those which have been used under Clause (a) above) ID's which are nationally valid and which need not necessarily be Photo-ID's such as
- Passports
- Driving License
- Income Tax Identity (PAN) Cards
- Voters ID card
- Service Identity Cards issued to its employees by State / Central Government
- Ration Card
- Photo Credit Cards / Debit card
- Bank / Kisan / Post Office Passbooks
- Pension Documents such as Ex-Servicemen's Pension Book / Pension Payment Order
- Ex-Servicemen's Widow/Dependent Certificates
- Mediclaim or similar insurance cards
- Student SSC / HSC / graduation / post graduation degrees
- Birth certificate
- School leaving certificate
- Electricity bill
- Mobile / Telephone bill
Attestation Process
A copy of each of the 3 forms of ID's must be notarized by a Notary Public/Class 3 Gazetted Officer or attested by the Branch Manager of the bank (Banker) where the applicant holds a valid bank account.
Note: As an additional option to the Bankers Attestation, Notarized documents will be accepted only from ONGC vendors located outside India.
For the Bankers Attestation process, the applicant must present himself to his banker who will perform the "persona-verification" function. The banker will attest the applicants name, signature and photograph based on the records with the bank and will declare the same in the Banker Attested Letter.
During attestation the following should be put on the document -
- The words "Certified True Copy"
- Official seal of the signatory / Organisation on first page
- Signature, full name and designation of the Attesting Authority on first page
- Initialization by the Attesting Authority on all the important pages of the document
- The official telephone number of the Attesting Authority, so that SafeScrypt may contact him if required
SafeScrypt reserves the right to decide which specific forms of identification would be acceptable for validation. In the absence of a government issued identification, SafeScrypt may prescribe alternate methods of validation.
Please ensure that you
courier an original copy of the attested/notarized documentation to the
following address. Faxed and/or scanned documents cannot be used for the
Validation Process. |
